Cyber Pacific Project and Army Cyber Institute Conclude 2025 Threatcasting Event

On February 13-14, 2025, the Army Cyber Institute at West Point and the Cyber Pacific Project at the University of Texas hosted the 2025 Cyber Pacific Threatcasting Workshop at the Lyndon B. Johnson Presidential Library in Austin. This two-day event brought together academics, practitioners, and students to explore how law and regulatory governance will both constrain and enable U.S. cyber operations in a future Pacific conflict. Participants engaged in expert briefings on international cyber law, Chinese strategy, and future conflict scenarios before diving into Threatcasting exercises—a structured analytical technique used to anticipate potential threats and opportunities in the cyber domain. The insights developed in these sessions will be analyzed and published in a report by the Army Cyber Institute, contributing to a deeper understanding of cyber lawfare in the Indo-Pacific region.
Team Cyber Pacific Publishes 2023-2024 Capstone Report

Through the U.S. Army Cyber Institute and UT Austin's Global Disinformation lab, this team recently published its capstone report for the 2023-24 academic year.
In October 2023, a cross-functional group of practitioners convened in Austin, Texas to answer the following primary research question: How should the U.S. and Indo-Pacific allies and partners organize and coordinate their defensive cyber efforts to prevail in the next decade of competition with China? Utilizing the Threatcasting method of inquiry, these practitioners developed twenty-five scenarios on the topic by simulating people in places experiencing threats that could emerge in the next decade. A team of analysts then analyzed these scenarios and incorporated additional relevant research on the region to produce indicators of how these threats might emerge. This report discusses major findings, indicators, trends, and recommendations for practitioners to put into action to disrupt, mitigate, or recover from the threats.
